Location, Location, Location. The closer the lights are to the front the better, IMHO. The further back you go, the more you are going to create shadows from the tractor itself.
I agree with Bob that lights mounted on the the front of the fender may be in the way for getting in and out of the seat. They would be for me...
What about mounted on the sides of the hood? (watch that exhaust)

How about making a U shaped bracket (using small angle or square tube) that attaches to the frame and comes up the sides of the hood to whatever height you want?
