What year did they start putting in holding valves in case 446...or did they ever put them in the case 446 ???

You mean when did it leave the factory as a stock feature? I think it was sometime in late 85 or possibly as late as 86. As far as putting them on......the add on kit was available as an option dating back into the 70's. I have an 86 224 that has the built in version that came stock with it.
