No, the belt shouldn't be making contact with anything other than the pulleys. If it's rubbing on the top/front of the deck, it could be an indication that your deck is too high in the front and needs to be adjusted down.

Based on the belt number I can see in your photo (C44801), I assume you're running a later model RM-series deck on a 3000 series tractor, correct? If so, the deck leveling procedure is covered on page 12 of the Operator's Manual 8-56001

Page 11 of that same manual also shows how to tension the belt (should be a 3/8" gap between the idler pulley bolt & bracket).

Oh, by the way, if there are any site admins looking at this, I noticed that there is a typo in the Tech Library link to the above mentioned 8-56001 manual. It's missing the "c" and trying to link to "http://www.asecoltingersoll ...
