One of mine, has a headlight flicker too but not because of an electric fuel pump. Pretty sure its a poor ground.
The lights are grounded to the hood and the screws strip out easily. The hood is attacked via a rod at the hinge and the only one I've ever taken out was badly rusted. Add to that, that the hot wire, suffers extreme heat stress. Its a wonder the lights work reliably at all.
Gordy had a good idea to verify a grounding issue.
"Just for grins and chuckles try running a wire from the head light buckets to battery neg, see if that makes any difference with direct ground."
Anyway, for me, its on the "one of these days" lists but a new hot wire and an aux ground to the frame, seems a worthy task. Just gotta think about it other than when you need the lights and have deal yet once again, with that annoying flicker.
